Construction and Cement: Morocco Moves at a Rapid Pace in 2025

In 2025, Morocco is accelerating its construction projects at full speed. The numbers speak for themselves: on one hand, cement deliveries reached 2.48 million tons (Mt) by the end of February, marking a 12.63% increase compared to 2024, according to the Ministry of National Territory Planning, Urbanism, Housing, and City Policy.

Morocco is building—and fast. Concrete mixers are running, cranes are rising, and cement bags are stacking up on construction sites from Rabat to Dakhla. This momentum, driven by a sector that provides thousands of jobs, could mark a true recovery (Private Photo)

 

On the other hand, the High Commission for Planning (HCP) anticipates a surge in construction activity in the first quarter of 2025, driven by «Building Construction» and «Specialized Construction Work.» These two indicators confirm that Morocco is reigniting a key sector, aiming to turn years of stagnation into renewed economic momentum.

The cement sector reflects this revival. In February 2025, 1.37 Mt of cement was distributed, highlighting the resilience of small-scale projects, ranging from local developers to families building their homes. Ready-mix concrete (BPE) followed closely with 601,590 tons, signaling an increasingly professionalized construction industry, shifting away from traditional methods. Prefabricated concrete (PREFA), at 264,425 tons, further supports this trend, as factories and large-scale projects gain ground. Infrastructure projects, accounting for 162,735 tons, indicate that public works—roads, bridges, and dams—are regaining momentum after months of slowdown.

These figures, compiled by the Professional Cement Association (APC)—which includes Asment Temara, Ciments de l’Atlas, Ciments du Maroc, LafargeHolcim Maroc, and newcomer Novacim (launched in January 2024)—depict a sector booming with sustained demand.

This momentum aligns with HCP’s forecasts. In the first quarter of 2025, «Building Construction»—housing, offices, and commercial spaces—along with «Specialized Works»—finishing touches, technical installations—are expected to drive growth.

However, not everything is positive. The «Civil Engineering» segment, covering large-scale infrastructure projects, may experience a decline, highlighting structural imbalances in the sector.

By the end of 2024, the construction sector had demonstrated impressive resilience, with growth across all segments—buildings, civil engineering, and specialized works. Order books remained at «normal» levels, while the capacity utilization rate (CUR) stood at 65%.

No sign of overheating, but a well-oiled machine ready to shift into high gear.
